1989. State intervention has a cyclical character now the neo-liberal ideological wave is causing a reduction of the state, and distortions are being corrected, but sooner or later the movement will be reversed confirming the cycle. 1985. The transition from the Entrepreneurial to the Regulatory State in Latin America is taking place in the middle of a financial (debt) crisis, the advancement of neo-liberal ideology, and the transition to democracy, after the state completed its role of promoting primitive accumulation.
