Abstract. In late 1974, the debate on the statization signals the beginning of the transition to democracy in Brazil. In the debate, the bourgeoisie is the accuser, the state s technobureaucracy, the defendant. The Brazilian state was oligarchic from 1822 to 1930, populist from 1930 to 1964, and technobureaucratic-capitalist since then. As the state grows, the bureaucracy becomes more autonomous politically. The victory of the opposition in the 1974 elections showed that the exclusion of the people from political decisions could not go ahead for ever. Yet, the alliance of the Brazilian entrepreneurs with the multinational enterprises and the state technobureaucracy, although presenting the first fissures, remained strong in early 1977, when this paper was written.
