| The 1995 Brazilian Public Management reform was stoped at federal level but is thriving at state and local levels. I made a mistake when, in the end of 1997, I proposed to president Fernando Henrique Cardoso to extinguish MARE. I believed that in order to implement the reform the power of the Planning Ministry would help. I disregarded that the ministers would relagate the administrative function to the third level of the administration. |
