The hesitating motivation to solve the debt crisis

There is a consensus that it is necessary to offer a solution to the debt crisis. Indebted countries are unable to pay, and are addcitonally victim of a fiscal crisis. Yet, the necessary determination to do something is lacking. (This paper was written before the Brady Plan offered a solution).
